RESONANT at the European Police Congress
International Platform for Senior Leadership of European Police Forces
The team of CEPOLIS – with a delegation of the RESONANT and ATHENA project – participated in the European Police Congress in Berlin. This event provides a unique, high-level platform for exchange among senior leaders of European police forces. In an exclusive setting, political and police decision-makers from across Europe come together to discuss current security policy challenges and to jointly shape strategic directions.
Highlights of the program include keynote speeches by Ministers of the Interior and Justice from various European countries, as well as contributions from internationally renowned figures from politics, public administration, and business. The specialist program offers in-depth insights from leading international experts in the field of security.
The event is accompanied by an exhibition featuring leading providers of innovative system solutions for security agencies, showcasing the latest technologies and developments.

RESONANT Annual Meeting in Munich
Our annual meeting took place at the Bavarian Institute of Applied Police and Security Research in Fürstenfeldbruck. Getting together with all the partners and discussing the progress of the project always makes the individual project partners realise how much progress has already been made. In the fight against FIMI we are very happy to be part of the European research team.

RESONANT at the Open House Event at Bavarian Police University
Sandra Balbierz and Sven-Eric Fikenscher from the Hochschule für den öffentlichen Dienst in Bayern (HföD) did a joint presentation on the dangers and ramifications of (i) extremism-furthering disinformation and (ii) foreign information manipulation and suppression at HföD’s open house on 16th of November, 2024. They presented key insights into the subject matter gained by FERMI and RESONANT projects; the former examines the nexus between disinformation and violent extremism, whereas the latter studies current trends in Foreign Information Manipulation and Interference. HföD’s open house was attended by more than 1,500 people.

RESONANT at the 11th Symposium on New Technologies
On 6th of November, our Communication and Dissemination Manager Sandra Balbierz presented RESONANT at the 11th Symposium on New Technologies at Hochschule für den Öffentlichen Dienst in Bayern with a short introduction to the Russian FIMI campaign Doppelgänger. Together with Daniela Obster who provided some key insights from psychological research on emotions, RESONANT has been presented to an audience of international security practitioners. The conference was about AI in the field of policing.

RESONANT at the DisInfoLab 2024 in Riga
Dace Melbarde, Parliamentary Secretary of the Latvian Ministry of Foreign Affairs, spoke about how best to disrupt disinformation. She summarised that we need to ask ourselves what the goals of disrupting disinformation are. To do this, we need a strategy that has several dimensions:
(1) a sustainable and reliable media (2) a resilient population (especially important in the long term) an
(3) targeted communication that also includes sanctions, so that it is possible to regulate what the media publish and how.
The answers to disinformation are therefore not obvious and it is clear that disinformation requires solution strategies that are long-term, sustainable and widely disseminated. Disinformation is not a problem that can only be solved by a small circle of experts.

RESONANT at the U.S. Congress: China’s Influence in Europe
Dr. Ivana Karásková, provided oral testimony at the U.S. Congress regarding China’s influence in Europe.
Ivana is one of the leading scholars on China’s malign influence in Europe. She was speaking about Chinese FIMI, including information suppression, political coercion, and risk to research security of European academia and research centers. She also talked about the risks of economic dependencies, China’s position on the war in Ukraine and relations between China and Central and Eastern Europe.
The testimony was public and is archived on the website of the Subcommittee on Europe of the US House of Representatives.
